Don't know if 8.1 has printer issues or if something just got screwed up in the upgrade process and plugging it in via USB corrected the problem. So now I have two mx870's, one for USB printing and one for wireless printing. I attempted to print a test page to this mx870 and it printed using wi-fi! It is using a WSD port (WSD-lotsoflettersandnumbers). Window! I made this new one the default printer and checked what port it was using. Although this did not find the Canon mx870, while it was searching a second mx870 appeared in the devices and printers I then disconnected the USB from both printer Surface and performed an "add printer" again (from control panel/printers and devices). I figured this was at least an alternative if wireless printing wouldn't work. Page! So at least it could print using USB. The Surface installed the printer just mine and I was able to print a test
I then plugged a USB cable into my mx870 and connected that to my Surface. I deleted the printer from my Surface and even deleted the TCPIP print queue (probably not necessary). Just got my Surface RT with 8.1 and Canon MX870 printer to print over the network! Pretty strange what fixed it.
